With the growing popularity of smart devices in China and the rapid expansion of mobile internet, mobile payment has taken on a more strategic role. Major banks have started to focus heavily on mobile payment services. On September 18, 2011, China Construction Bank (CCB) and China UnionPay jointly held a press conference to launch commercial IC card mobile payment products based on the SD card model. Since then, CCB has continuously worked on innovating its mobile payment solutions, aiming to develop a platform that is fully compatible with industry standards while offering unique features.
One key development under the NFC (Near Field Communication) standard framework is the establishment of a mobile payment TSM (Trusted Service Manager) platform aligned with industry norms. To guide and regulate the development of financial mobile payment in China, the People's Bank of China released a series of technical standards at the end of 2012. These standards cover 35 areas, including application basics, security assurance, equipment, payment applications, and network communication. They define the technical requirements for product form, business models, networking, and security, covering the essential elements, security needs, and implementation plans for China’s financial mobile payments. The goal is to build a system that ensures universal connectivity, security, and trustworthiness.
In designing and developing its mobile payment TSM platform, CCB has followed these standards closely, defining the platform’s role within the broader system and continuously improving its functionality. It actively participates in the construction and operation of this standard framework.
The mobile payment trusted service management system consists of three logical components: the public service platform, TSM, and SE (Secure Element). CCB’s TSM joins the system by acting as both an application provider and an SE issuer. Through the public service platform, it supports TSM access, cross-institutional TSM route discovery, application registration, and application discovery via interactive routing and distribution services. It also provides SE trusted services, SE openness, and application sharing.
In addition, CCB’s TSM enhances its capabilities by managing multiple applications and SE carriers. It offers services such as application provider management, auxiliary security domain lifecycle management, application storage and release, application management authorization, and application lifecycle management. These features strengthen its multi-application and SE lifecycle management capabilities, making it a robust solution in the mobile payment space.
As part of its ongoing innovation, CCB continues to refine its mobile payment offerings, ensuring they meet evolving consumer demands and industry standards. This commitment reflects its leadership in shaping the future of digital finance in China.
