Approved materials must meet specific conditions of use and specific migration limits (mg / kg).

It is understood that Regulation No. 372/2007 lists temporary specific migration limits to ensure that lids and foods that pose a significant risk to consumers are immediately withdrawn from the market. Temporary specific migration limits apply to plastics in contact with oily foods in lid gaskets, which are calculated based on the average consumption of the food and the guidelines provided by the European Food Safety Authority in March 2006, which indicates that 90% of the oils and fats in glass bottles Food, its plasticizer content is less than 300 mg per kg of food.

According to Directive 2002/72 / EC, member states must adopt measures on or before May 1, 2008 to allow cap gaskets that meet the temporary specific migration limits specified in Regulation 372/2007 to circulate freely throughout the EU. Member States must also prohibit the production and import of illegal cover gaskets from June 30, 2008, the day when the temporary specific migration limit in Regulation No. 372/2007 expires. However, food manufacturers and lid manufacturers notified the European Commission in December 2007 that by July 2008, the market would not have sufficient lids in accordance with Directive 2002/72 / EC for food manufacturers to package important foods, such as immersed in oil , Pesto sauce and fat sauce food.

In this regard, industry insiders said that food packaging manufacturers need more time to choose a solution suitable for their products and conduct relevant tests, because they have not found a suitable solution for all different sizes of covers. In addition, grease foods packaged with plastic lids are seasonal products, and food manufacturers may need some time to select the lids suitable for their products and conduct relevant tests.

Therefore, the industry believes that the transition period of temporary specific migration limits must be extended to ensure that manufacturers comply with the regulations. The European Commission has proposed a new regulation No. 597/2008 to amend Regulation No. 372/2007 and decided to extend the transition period for temporary specific migration limits to April 30, 2009. Before April 30, 2009, exporters exporting related products to the EU will be able to continue to use plasticizers (such as epoxidized soybean oil) in accordance with the looser migration limits in the annex of Regulation No. 372/2007 The cover gasket can have more time to prepare to ensure that from May 1, 2009, its sealing products comply with the stricter migration limits in the new regulation No. 597/2008.
