Let me tell you what is meant by the order?
(1) The order refers to the process in which the card issuer submits the transaction document to the acquirer within the specified time because the cardholder or the card issuer has doubts about the transaction that has been liquidated.
(2) A chargeback refers to the refusal of the card issuer to the acquirer if the card issuer rejects the credit card transaction of the acquirer or questions the original transaction.
(3) Re-inquiry refers to the request of the acquiring institution or the merchant to file a re-payment request to the card-issuing institution for a card-issuing transaction.
(4) The second refund means that the card issuer has objected to the consumer re-inquiry transaction submitted by the acquirer and refused to pay again to the acquirer.
So, are many friends who want to know why they are ordering? There are two main reasons for ordering:
(1) Cardholders' order
The order is usually questioned by the cardholder for the transaction that has been liquidated, and the bank is required to confirm the inquiry; generally, the business name, the business address, and the business scope of the business are first queried, and if there is still an objection requesting the process of retrieving the transaction vouchers, After the voucher is obtained, if the cardholder has an objection, the cardholder can refuse to pay. If the cardholder fails to pay, the card issuer will return the card and return the funds to the cardholder.
(II), issuing bank / card issuer order
If the issuing bank/issuing agency has doubts about the judicial needs or the authenticity of the merchant's transaction, it will also directly make the order and return the order.
So how is the withdrawal of the order?
First, the cardholder refuses to pay
There may be many reasons for the return of the order, including but not limited to the following:
(1) The cardholder has doubts about the validity of the purchase. (2) The cardholder is repeatedly charged for the same order. (3) The cardholder is not satisfied with the purchase and sale, and fails to resolve the dispute with the merchant (4) ) The purchase item received by the cardholder does not match the instructions. (5) The cardholder has not received the item he purchased.
Second, the issuing bank / card issuer refused to pay
There may be many reasons for the return of the order, including but not limited to the following:
(1) The unauthorized party uses the cardholder's credit card for purchase (2) The merchant does not provide valid transaction certificate (3) The merchant provides valid certificate for more than the specified period of time (4) The actual consumption place of the cardholder does not match the location of the certificate ( 5) The same merchant, the same terminal, and the same product have been paid for multiple times with the same card.
So if we do go through the refund and we are sure that the transaction is true and effective, how do we get the money back after being refunded? I believe everyone is concerned about this, let’s take a look at it later:
First, the card issuer rights
(1) For transactions that have objections, the right to request transaction vouchers and other supporting materials within 12 months after the transaction occurs;
(2) A transaction that meets the conditions for returning a bill can be refunded;
(3) If the card issuer has doubts about the judicial needs or the authenticity of the merchant's transaction, it may also directly refund the order without the transfer of the order;
Second, the rights of the listed merchants:
(1) If the merchant has any objection to the credit card's one-time refund, the conditions for the payment can be exercised to the card issuer within 20 natural days. Except for the documents provided by the transfer, all the documents and documents that can confirm the transaction are valid. Can be provided to increase the chances of successful re-payments;
(2) The merchant has the responsibility to provide real transaction certificate information or vouchers. All the vouchers and documents that can prove the transaction are valid and valid during the transaction process, and can be used as valid proof documents in the transaction disputes, with the signature of the cardholder himself. POS purchase order is most effective;
(3) If the merchant requests and with the consent of the cardholder, the card issuer may provide the merchant with the contact information of the cardholder.
What are the rules of the three parties in the process of ordering?
(1) POS purchase order retention time limit: two years (2) 180 days after the time limit for ordering, the transaction that meets the conditions for returning the order, the card issuer may return the order (3) the overdue reply or the transaction certificate cannot be provided, the issuing bank has the right Direct refund of the order, the merchant also loses the right to re-claim at the same time (4) If the merchant has any objection to the credit card's one-time refund, the right of re-invoicing can be used within 20 natural days after receiving the notification of the refund, and then the payment is valid, then the call is adjusted. The single fund was returned in the original way.
(5) Within the time limit for requesting the order, return the voucher and attach the actual address (6) The voucher must be true and valid.
After the successful transfer, the rules on the release of funds:
(1) The order that meets the requirements of the card issuer may be released by the service provider after the expiration of the time limit of 30 days, and the financial responsibility may be borne by the service provider.
(2) If the card issuer's order is not fulfilled, it may be confirmed by the acquiring institution that the transaction has not been returned by the card issuer after the 180-day time limit has expired.
(3) For those who meet or fail to meet the requirements of the card issuer, the service providers have the right to apply to the acquirer for the release of the funds in advance. However, it is necessary to meet the conditions of the acquiring institution (the specific conditions are negotiated by themselves)
